MCD Structural Safety Certificate for PGs: 15-Day Guide
An MCD notice can turn a routine week of running a PG into a scramble for building plans, engineer appointments and inspection access. Start with the notice itself: what does it ask for, who must sign the certificate, and when must you respond? A structural safety certificate needs a proper professional assessment, not simply a signature on a form.
To obtain a structural safety certificate for a Delhi PG, confirm the accepted engineer and book the inspection early. The 15-day plan below helps organise the process, but testing, missing records or repairs can take longer. Your actual deadline comes from the applicable notice or direction, so check that before making arrangements.
Why 2,400+ Delhi PGs just got an MCD notice
An October 14 report described MCD directing zones to seek structural certificates from 2,453 PG buildings within a fortnight. Read the news report.
That does not establish that every owner received the same notice or deadline. Check your property address, issuing office, reference number and response date. Ask the issuing zonal office for written clarification if anything is unclear.
Delhi’s Unified Building Bye-Laws address structural safety and assessment of existing buildings. Keep this certificate with the other licences and approvals needed to run a PG, because one document cannot establish complete compliance.

Does your building need a certificate?
If your notice requires one, act on it. A small PG, fresh paint or an absence of visible cracks does not establish an exemption. If no notice has arrived, check with the MCD zonal building department whether your premises fall within the drive.
When reviewing your records, keep three distinctions in mind:
- Existing certificates: Ask whether an older certificate covers the building’s current condition, layout and use. Later alterations may need fresh consideration.
- Building permissions: Structural certification does not itself establish authorised construction or permitted PG use. Review those documents separately.
- Fire compliance: Check the fire-safety requirements for your PG alongside the structural assessment. The two checks serve different purposes.
How to find an MCD-approved engineer and what they charge
Start with the MCD building portal and its active-professional and debarred-professional lists. Check the engineer’s category and registration details, then confirm with the issuing office that the proposed signatory is accepted for your notice.
An advertisement saying “MCD authorised structural engineer” is not enough verification. Before paying, agree on a written scope covering the inspection, document review, analysis where needed, report and certification where justified. Clarify testing charges, additional visits and responses to municipal queries.
Compare the scope, not just the price
No official fee schedule for this particular PG drive was verified for this guide. The quotation will depend on the building’s area, floors, condition, available drawings and investigation needed. Ask two or three engineers to quote against the same requirements.
| Cost component | What to confirm |
|---|---|
| Inspection | Floors, common areas and records covered. |
| Testing | Proposed tests, laboratory charges and who pays. |
| Report and analysis | Calculations, findings and required certificate format. |
| Follow-up visits | Reinspection and replies to MCD queries. |
| Corrective work | Separate design and repair estimates, where needed. |
Be cautious of a promised certificate without a site visit. The engineer must be able to identify defects and withhold an unconditional safety conclusion when the evidence does not support one.
A practical 15-day plan for PG owners
Use this schedule to organise the work, not as an MCD service guarantee. It assumes an engineer is available promptly and the building does not need substantial investigation or strengthening. If your notice gives less time, contact the issuing office immediately.
| Planning window | Owner’s action | Record to retain |
|---|---|---|
| Days 1–2 | Confirm notice, deadline and submission requirements. | Notice and written clarification. |
| Days 2–4 | Verify and appoint the engineer; share records. | Registration details and agreed scope. |
| Days 4–7 | Arrange access and disclose damage or alterations. | Inspection findings and testing instructions. |
| Days 7–12 | Address engineer-directed investigations or corrective work. | Test results and repair records. |
| Days 12–15 | Submit the required signed documents if technically ready. | Acknowledgement and further directions. |
Gather available sanctioned plans, structural drawings, completion or occupancy records, previous certificates and repair history. Tell the engineer about missing documents, added floors, rooftop installations and changes in use before the visit.
Nominate one person to coordinate inspection access and resident communication. The room records and access arrangements used when managing PG move-ins and move-outs can help prevent missed visits and locked-room delays.

What the engineer actually checks
A PG building safety audit looks at the structure and the evidence needed to assess its condition. Expect questions about construction, alterations, maintenance history and actual use. The engineer determines the scope against the applicable requirements.
Make sure the inspection team knows about:
- Damage and deterioration: Show cracks, loose concrete, exposed reinforcement, rusting and recurring dampness, including areas repaired previously.
- Structural changes: Disclose removed walls, new openings, modified beams or columns, extensions and extra floors.
- Loading and use: Identify rooftop tanks, heavy storage, equipment and changes in how rooms or floors are used.
- Movement: Report settlement, tilting, unusual deformation or nearby excavation, and explain when changes first appeared.
Further measurements, analysis or tests may be needed. CPWD’s technical material describes methods such as rebound-hammer, ultrasonic pulse-velocity and core testing. These are examples, not a compulsory package for every PG.
Do not cover cracks just to improve appearances before inspection. Preserve photographs and complaint histories, and include repeated seepage in your PG monsoon maintenance checks. Consistently tracking maintenance requests also helps show what was reported, what changed and what action followed.
Missed the 15-day deadline? What happens next
Respond promptly rather than waiting for the final report. Send the notice reference, engineer’s appointment details, completed work and a realistic programme. If testing or repairs are pending, attach evidence and request additional time in writing.
An extension request is not an approved extension.
The next step depends on the notice, building condition and order issued. Sections 348 and 349 of the Delhi Municipal Corporation Act, 1957 provide for dangerous-building action, including repair, securing or demolition requirements and vacation in specified circumstances. A missed document deadline should not be described as automatic sealing in every case.
If your PG has been sealed in Delhi, obtain the actual order and get legal advice on the available remedy. Do not break the seal or assume that commissioning a report permits reopening. Follow evacuation directions and prioritise resident safety where danger is identified.

How RentOK helps organise PG compliance work
An inspection creates follow-up work: residents need updates, complaints need attention and records need to be accessible. RentOK supports several parts of that day-to-day coordination:
- Tenant records and digital KYC: Keep personal and renting details together, and review tenant documents. Retain relevant police-verification documents and acknowledgements with the resident’s file.
- Room and occupancy visibility: View room and bed status, move residents between rooms or properties, and block rooms or beds in the system to support operational planning.
- Complaint handling and tenant notices: Use the platform’s complaint and notice functions to support maintenance follow-up and resident communication during inspection work.
- Expense records and reports: Record expenditure and review expense reports when keeping track of inspection and repair spending.
For building-level certificates and MCD correspondence, confirm the available storage workflow with the RentOK team. Keep original signed records and submission acknowledgements; software supports coordination, while the engineer and authority handle technical assessment and compliance decisions.
Conclusion
Start with your notice, appoint an accepted engineer and address the findings. The priority is a properly assessed building and a documented response within the applicable deadline.
Keep all PG compliance documents in RentOK where the relevant storage workflow is supported.
